Planning application software for UK design-and-build

EstiPlan puts a UK planning application together. It works out which authority the site falls under, runs the site against conservation areas, Green Belt, SSSI, TPOs, Article 4 directions, flood zone and listed buildings, and drafts the Design & Access and Planning Statements to go with it. You upload the finished pack to the Planning Portal yourself. It’s £149 a month.

What the EstiPlan: Planning Applications module does

  • Records the site by address, postcode, UPRN, title number and area, then works out the local planning authority and its code.
  • Supports five application types: householder, full, outline, prior approval and lawful development certificate.
  • Checks the site against seven constraint categories and timestamps when the check ran.
  • Knows the difference in status between "checked and clear" and "never checked". An unchecked constraint is held as unknown, not as a no.
  • Drafts Design & Access and Planning Statements with AI, for you to review and edit.
  • Keeps the validation date apart from the submission date, because the statutory determination clock runs from validation.
  • Tracks conditions on a granted permission as pre-commencement, pre-occupation or compliance, with a discharge status.
  • Flags the application while any pre-commencement condition is still outstanding. Start on site with one undischarged and you risk the permission never counting as implemented.

What planning constraints does EstiPlan check?

Seven. Conservation area, with the area name. Listed buildings, Green Belt, SSSI, TPO trees, Article 4 direction, and flood zone (1, 2, 3a or 3b). Every check is timestamped, and each flag holds three states rather than two.

NoteA constraint nobody has checked shows as unknown, and it stays unknown until somebody checks it. Get a listed building or an SSSI wrong and you’re looking at a professional indemnity claim. Treat the output as a first pass to verify against the authority’s own mapping. It isn’t a certificate.

Does Estimark submit the application to the Planning Portal?

No. EstiPlan builds the application record and drafts the statements. Uploading the pack to the Planning Portal is your job. Once you’ve got them, the portal reference and the authority’s own reference are stored in separate fields, because they’re two different numbers and people mix them up constantly.

How does EstiPlan track the determination clock?

From validation, not submission. An application sitting invalid on somebody’s desk has no statutory clock running at all, and people lose weeks assuming otherwise. So the submitted date and the validated date are separate fields, and the target decision date comes off the validated one plus the statutory period in weeks. Agree an extension of time and that date takes over.

What happens after permission is granted?

Conditions go in one at a time, numbered, with their full text and a type. Pre-commencement blocks a start on site. Pre-occupation blocks handover. Compliance runs for the life of the development. Each one carries a status (outstanding, submitted, discharged or not required), a due date and a discharge reference.

How much does EstiPlan cost?

£149 a month on top of your Estimark plan. It’s a bolt-on rather than a bundled module for two reasons: drafting statements costs us money every time, and the people who want it are design-and-build firms and small developers rather than every contractor on the books.

Can Estimark submit a planning application for me?

No. EstiPlan gets the pack ready: the application record, the constraints check, the drafted statements. You submit it to the Planning Portal. After that, the portal reference and the authority reference get stored against the application.

Are the AI-drafted planning statements ready to submit?

No. They’re drafts for a professional to read properly and edit. They come out of the site details, application type and constraint findings you’ve put in, so thin input gives you a thin statement.

What is a pre-commencement condition?

A condition that has to be discharged before anybody breaks ground. Estimark keeps the application flagged while one is outstanding. Start work with a pre-commencement condition still open and you can end up with a permission that was never lawfully implemented.
